Peel the onion, wash it and cut it into small cubes. Fry the onion in vegetable oil until golden brown. Peel, wash and cut the carrots into strips. Fry carrots and onions in vegetable oil until soft.
Mix minced meat, fried onions and rice, break an egg into them. Salt to taste and add spices. Mix the resulting mixture thoroughly.
For the sauce, mix tomato juice with tomato paste. Add sour cream and flour. Stir until flour dissolves. Add salt and pepper to taste. Mix everything well again. Pour in water and stir again.
Bring the sauce to a boil over medium heat. Form the minced meat into hedgehogs and dip them into the sauce. Cover with a lid, bring to a boil and simmer over low heat for 30 minutes.
Serve the meat hedgehogs hot. When serving, pour over the sauce and sprinkle with herbs.
