Boil the rice in salted water until half cooked.
Pass the turkey meat through a meat grinder along with two onions.
Separately, grind the remaining vegetables in a blender or meat grinder.
Mix boiled rice with minced meat, add salt, pepper, spices to taste and stuff the peppers with this mixture.
Place the peppers in a saucepan, add chopped vegetables, add tomato paste, water (it should cover the peppers), bay leaf, salt, spices to taste and simmer for 50 minutes over low heat.
Before serving, sprinkle the peppers with herbs and add sour cream.
