Prepare a baking sheet and parchment. Preheat the oven to 200˚C. Peel and wash the vegetables, chop the cabbage, chop the onion, grate the carrots. Prepare the ingredients according to the list.
Pour warm water into a deep bowl, add salt, sugar, stir. Pour in the oil, add flour, knead into a soft dough. Wrap it in parchment paper. Pour boiling water over the pan and pour out the water. Place the parchment-lined dough into the pan, cover with a lid and leave for 15 minutes.
Pour oil into the pan. Fry onions and carrots, add cabbage, simmer for 7 minutes. In another frying pan, fry the minced meat, pass the garlic through a press, add the tomato, simmer for 8 minutes. Transfer the minced meat to the vegetables, add salt and pepper, stir and remove from heat.
Divide the finished dough into equal pieces. Roll each piece into a thin layer. Spread the cooled filling and form into pies. Place the preparations on a baking sheet covered with parchment. Bake for 35 minutes.
Place the finished pies on a plate and serve.
