Cook the rice until al dente and place in a sieve to drain excess liquid. Peel and wash the onions and carrots. Finely chop the onion and grate the carrots to make sticks. Transfer the tomatoes in their own juice from the jar to a bowl and mash with a fork. Wash the green cilantro and chop finely. Wash the tomatoes and cut into slices.
Prepare the minced meat. Place onions and carrots in a frying pan and fry with vegetable oil. Add tomatoes along with juice to the vegetable mixture and continue to simmer for about 4-5 minutes. Then lay out the minced meat, distribute it over the entire surface of the frying pan, cover with a lid and simmer until the meat is cooked for about another 5-7 minutes.
Prepare navy rice. When the minced meat is cooked, salt and pepper it. Add the pre-cooked rice to the ingredients, mix well and leave for another 5 minutes on low heat.
Ready-made navy rice with minced meat can be served. If desired, you can sprinkle it with cilantro and garnish with slices of fresh tomatoes.
