 
                   
               
              Finely chop the boiled beef or mince it through a meat grinder. Peel the onion and finely chop it. Wash the cabbage and chop finely.               Prepare the vegetables. Pour oil into the pan, add the onion and sauté until transparent. Add cabbage and simmer, covered, for 5 minutes, stirring occasionally.               Add spices to the cabbage. Add tomato paste, salt, and bay leaf to the pan with cabbage and onions.               Combine vegetables with rice. Add rice to the pan, add water until the contents are completely covered with liquid.
