Grate the peeled carrots on a coarse grater.
Place the carrots in a deep bowl or pan, add milk, a pinch of salt, sugar and butter at room temperature. Mix thoroughly.
Simmer the mixture in a frying pan until the carrots are soft, over medium heat (usually 10-15 minutes).
Let the mixture cool and add all other ingredients. Mix thoroughly and let sit for 20 minutes.
Fry or simmer the mixture formed into cutlets until cooked (usually about 15 minutes).
Serve with sour cream or Greek yogurt.
